feat(topology): add Guanghan base topology API and Docker deployment

- Independent Flask app with snapshot API (GET /api/v1/bases/guanghan/snapshot)
- Temporal database model with PostgreSQL (ksp_wiki_topology)
- Presentation-driven rendering with DB-stored styles
- Docker image for server deployment
